Tom Constantine accepts his nomination as candidate for Fifth Vice President of the International Association
of Chiefs of Police (IACP) at its annual meeting in Detroit, Michigan in October 1992. Says Terry O'Neill, who was
there in the audience, "He accepted this nomination with the greatest of humility. I saw him at that podium, surrounded
by the flags of all nations and addressing thousands of police executives from all over the globe and I looked up at the
monogram of the IACP and I realized that you can also make out the TAC of his own initials there. A man of destiny,
I thought. Later that day, I ran into him and congratulated him and he said: 'Imagine all these guys working together.'
Yes. Imagine."
